I have a 2-3 month old baby bearded dragon that is not active much he is in a 20 gallon tall will be moving to a 40 gallon soon he does not move much ate 2 crickets in the past 3 days I run room temperature water on him to drink at morning and nights he basks all day with his eyes closed most of the time but if moved somewhere else he won't go back to bask he will just stay in the same spot he has been pooping regularly and when held does not move and just closes his eyes
75 watt heat lamp about 4 inches from his basking area UVB light as well
Your heat lamp is much too close. It will be visually very intense and may be producing heat that is much too high. I suggest using a heat lamp that is providing sufficient heat from about 12'' above the basking area. The ideal temps are about 100-110 in the basking area with a gradient down to about 75-80 on the cool side of the tank during the day.
What kind of UVB light are you using? A high quality UVB light at appropriate distance is also crucial for overall health and if this is off it may be contributing to problems.

I'm not sure if this is how I reply or what but my uvb is a 13 watt 5.0 something and I'll have a 40 gallon that's much shorter for him do u think the 75 watt heat lamp is sufficient in a 40 gallon
75w might be enough. That all comes down to the surface temperature readings you get. I suggest using an IR temp gun like this so you can get accurate instant readings. https://www.amazon.com/Nubee-Temperature-Non-contact-Infrared-Thermometer/dp/B00CVHIJDK You want to adjust the height or wattage of the basking bulb so you get the range I described in the previous post.
Your UVB light is not powerful enough to reach the basking area either. I would pick up a T5 bulb and fixture if you can mount it 12'' above the basking area http://www.lightyourreptiles.com/22-t-5-ho-fixture-high-output-with-arcadia-d3-12-ho-bulb/ If you need to mount the light closer, I would get a T8 fixture with reflector (zilla slimline is a good option) and a T8 ReptiSun 10.0 bulb. This should provide sufficient UVB at about 6''. The cost is less up front but the T8 bulbs need replacement every 6 months or so while the T5 bulb I listed can last well over a year.

Ok I ordered the temp gun I am also worried that he isn't eating much he had 2 crickets a few days ago and a bite or two of greens today, he refuses food he will just close his eyes when it's offered to him
