Star Eco Station here in Los Angeles takes in all sorts of exotics. A while back they took in a whole clutch of baby beardies and now have them up for adoption. Redding is quite a ways but that's the only shelter i know of in CA that takes in exotics. *Edit Just found out theres an Eco station...

I'm pretty sure the minimum basking distance for a Powersun 100w is 12" without a screen in between. There should have been mounting directions in the box. What are you using to measure temps? A dial thermometer can be off by as much as 20 degrees so if you do not already have one i suggest...
