Any sand you use comes with the risk of impaction, even as adults, so I would advise against it. Tile is a fantastic substrate, it's cheap, looks good, and is easy to clean. It also comes with no impaction risk and won't grow bacteria, so it's hygienic.

That fixture looks good, but if it has anything in front of the bulb you'll have to remove it. I've never used that for a lamp, but I don't see why it wouldn't work.

You got a t8 fixture, so you need a 10.0 t8 bulb. T8s should be under the screen and have a reflector.
