Has any one else experienced anything similar? It seems as though he had a layer of scales that didn't shed, and now the layer underneath is trying to shed.

If the tail shrinks, scales turn black/fall off, best to get it amputated before it gets infected. If it becomes gangrenous it can spread quickly so be prepared to act fast and get him in to the vet, shouldn't be very expensive since it's a quick operation and the dosages are small.
