Possible scale rot?

I have a young bearded dragon that has never had any health issues in the past. Upon looking under his chin one day I noticed this grey patch which is not normally there. I tried washing it off gently but it didn’t remove the mark. I am a bit concerned that this may be scale rot. Besides the discolouration he behaves normally, is eating and alert.

What is a quick way to warm up a cold beardie? His heating element went out overnight and now he's very cold.
