So I noticed these on Tokyo's neck today....
Are those mites? What's the best way to treat mites?

That looks like natural coloring with perhaps some texture changes due to an oncoming shed.

Tokyos been acting strange lately. He eats fine, his temperatures are good, I take him outside sometimes, everuthing seems ok. But for the past few days he's been glass surfing, even though he has no stress marks. I made an assumption that he wants out of the tank, so I go to pick him up, but as soon as he's in my hand he just jumps off back into his tank.

Greetings everyone. I picked up my beardie and noticed these red spots on one of his feet a few minutes ago.
What could these be? I know mites can be red but I checked all around his body and didnt see anymore... also he's never been in contact with other animals.
