Shedding isn't progressing?

I got a baby about 2 weeks ago, he had some shed that looked like it was his back starting to shed right at the base of his tail and it was lifting. However after 2 weeks it's barely progressed at all. Nothing else has shed except for a few flakes near the corners of his mouth. Is this normal or what's happening?

First picture is the second day I had him, you see the very base of his tail is lifting. The second picture is about 3 days ago, so they are a week and a half apart. He gets baths every other day/every third day.

It looks OK and normal based on those photos. Sometimes the sheds can take a while but eventually come loose. It can vary between dragons and even between sheds.
