My beardie's lights go off at 8 pm but I sleep around 10 - 11 pm, and sometimes my parents will watch tv sort of loud right next to my room. Will too much noise keep him from sleeping, like if I were to call someone at this time?

No.

They dragon will likely be accustomed to the sound of people talking and the TV sounds and will not be bothered by it so long as the sound is no louder than normal talking volume.

I mean... They do have sensitive hearing, but I watch netflix every night on my tablet and mine seems to sleep just fine. He just goes into the hide if I have my light on and zonks out. I don't have my tablet particularly loud and on weekends, if I am playing it for background noise I set it up so he can watch because he's a goof like that. I would just observe the behavior, and if it looks like he is having sleeping troubles, maybe rearrange your room so he is on a wall that's not connected to the room your parents watch tv. I am still pretty new at this myself though, so others may have better suggestions or experiences.

Mirage entered brumation yesterday, I'm gonna miss hanging out with my little guy.
Getting ready for another day. Feeling sleepy. 😴
I just walked into my room and instead of looking at me, Swordtail's eyes darted directly to the ice cream drumstick I'm holding
Finally replaced Swordtail's substrate
I miss you so much, Amaris 💔
