Spots on belly

hey folks!

A bearded dragon that I'm looking after has some dark spots on the belly:

The beardie has recently shed:

Are the spots due to shedding, or something more serious?

They are either due to his belly not shedding yet (I can't tell from the photo if he's already shed his belly or not, obviously he shed his back already) or they are just damaged scales and are probably either going to stay that way forever, or will come off when his belly next sheds. But it's not anything serious like a fungal infection or anything like that.
