Should I be worried by this?

My bearded dragon is very lathargic, almost grumpy even! He has a puffy grey-black chin and looks upset.

Does anyone know what's wrong?

Thanks for the pictures. One thing i noticed is the basking light should be up by the uvb light. So when he's basking hes getting heat and uvb. Do you know if the basking light is coated with neodymium? If so that will bother him.

The UVB light is a tube light that runs the length of the tank, I am unaware as to whether or not the HEAT LIGHT is coated in neodymium, I will check and get back to you somepoint today.
