Is this tail rot?

is this tail rot?, also the tail started to bleed at the start of the black, than later on in the day i noticed that her tail is starting to turn a grey color should i get some betadine and start to treat this right away im kind scared :(

It very well could be. Can you post a few more pics, including close ups ? Best option may be to get him to an experienced reptile vet and have it amputated a little way above the obvious wound area. They recover well from that surgery and should have no problem. A vet may even just give a local anesthetic + snip it right off. Sometimes when it's a very small portion an owner can do it themselves .
