Oh my, that sounds very serious. How old is he now? This is either an extreme case of MBD due to inadequate UVB/UVA light, poor diet, and/or poor supplementation, or it's some type of genetic developmental issue or an injury that was never treated and has caused improper healing. I myself have never heard of such an extreme issue, but if you could post photos of him it would be quite helpful, maybe it just sounds more drastic than it actually is.
In addition to photos of him and his issues, could you list what brand/model/wattage/type (tube, compact, coil, or mercury vapor)
UVB light he has? Is the
UVB light on top of a mesh lid or obstructed by any plastic covers on the fixture or by glass? How old is his UVB? How many inches is it away from his Basking Spot/Platform? How often do you give him Calcium and Multivitamin supplements?
Have you had him his entire life, since he was only a couple of months old, or did you adopt him/buy him at an older age? Did he look normal when you got him? I'm just wondering if he had an accident while with a prior owner that was never treated and allowed to heal "wonky".
I'm sorry this is happening, but it does sound quite serious, hopefully it is not painful for him. Definitely find only either a Certified Reptile Vet or a very experienced Reptile Specialist Vet, no general vets or "exotics" vets for this one, you need a vet with lots of Bearded Dragon experience.
