Bearded dragon more active?

My bearded dragon was in a 75 gallon tank. 4 feet long a pretty large tank. My bearded dragon started from a baby in it until now. He's 3 this year. We just moved and I had no where to put it so I downsized him to a 2 feet and 6 inch tank. He is much closer to the light and with the tank being smaller I've been worried he's being more active walking around in his tank and glass surfing because he's too hot. Even after I let him run around. His light bulb is a 75 watt normal bulb you get from Walmart. Not a basking. I just turned his light off and left on his uvb to see and he is sitting on his rock more relaxed now. Should I get a lower watt?

Hiccup he is 6 and Blaze is 4
Before you do anything you need to get a basking temp and ambient temp of the cool side of the tank - you need a digital probe thermometer to do this
