Hello,
This can be normal behavior most of the time.
Are the temperatures & lighting good, have you double checked to be sure it isn't too hot?
How old is Gizmo?
Do you have other dragons in the house, perhaps a female that he is interested in?

They tend to get pretty active at around that age. It's likely hormonal rather than an indication of a problem. I suggest letting him run around and explore a safe area to help burn off some energy. Aside from that there isn't much to do other than to wait the phase out. The length of time this occurs varies.
