Stuck shed getting tight?!

Try putting some plain aloe on the skin to help moisturize it and hopefully it will loosen and come apart before any damage is done.

Its improved since a bath and a bit of a scrub earlier though!
It's good that it has improved, keep that up. I see where it's crimping the tail a bit, fortunately it's way near the end so even if it doesn't break free it shouldn't cause a long term issue.
