Can I build an enclosure out of pine if I seal it well? Turning it bioactive, will the seal hold up as well.

Pine is probably OK as long as it is dried out and you seal it well. I think the concern with pine and spruce has a lot to do with their sap and perhaps aromatics. If you have another option available it may be better. There is a bit of information about it here http://www.anapsid.org/cedar2.html
