Basking spot temp

I got my bearded dragon about a month ago as his basking spot is always 80-90 and I can never get them higher no matter what I set him near a window so the temps can get higher but that didn’t really work I closed my vents in my room bc my family’s likes he house cold and that didn’t work either and I don’t know what to do

His temps are always really low like that and I heard that can contribute to not growing and he really hasn’t grown in the last month only 1 1/2 inches

Do you know which brand of light you have? That is important because it may be just a heat source and not provide UVB which is critical for them. For temps I highly recommend getting an IR temp gun like this https://www.amazon.com/Nubee-Temperature-Non-contact-Infrared-Thermometer/dp/B00CVHIJDK or digital thermometers with probes like this https://www.amazon.com/dp/B0017N8W90/ so you can get accurate surface temperature readings and make adjustments to your lighting based on those. Having a cool house is not a problem but it's important to keep the surface temps in the range of about 100-110 in the basking area and provide a gradient down to about 75-85 on the cool end of the tank. The strip thermometers are not useful in this situation .
