17in (1.4ft) high vivarium high enough?

Hi, I am looking on EBay and found this amazing viv that I am really interested in buying. It's 2 vivs stacked that was custom made for the seller who had beardies in the top level and turtles in the bottom. We have one beardie now but looking to get a second a few months from now.

The upper level is taller then the lower level.
Dimensions
(Top) 22" Depth x 22"High x 54" Long

(Lower) 22" Depth x 17"High x 54" Long

My wonder is whether the bottom level is too low for a bearded dragon. I wanted to know what you guys think?

It's really close. I'd prefer more space than that for lighting. If you can't suspend lighting above the tank then it's probably not really tall enough. I have an 18'' tall tank but keep the top off and suspend the lights above it. Basking light usually sits at about 25'' up. It's really better to have a tank that's at least 4'x2'x2' so you can provide some climbing areas and keep lights at a safe/appropriate distance.

Thanks for your reply, I did wonder if it was a bit close. Since posting this I've been thinking about it and I would feel quite bad if one was high up and one was shallow.
