Looks like it is shed! My dragons usually shed their legs first and then the rest of them turns that colour and sheds. Maybe soak him/her in warm water up to his/her shoulder for a good 10 minutes and lightly scrub with a tooth brush if you'd like! Help him/her out a bit.
