curious if mine is a rankins. He’s 9 months and 8 inches, also seems to have the rankins head shape

O.K, good that you have your thread up now. 
It's much more likely that it's a runt or very slow grower. Where did you get it ? Almost no chance of getting one at a store by mistake because they are a specialty dragon and somewhat rare. Post some pics of him from above, here's the info to post pics :
