I agree, I'm very concerned that this vet may be eager to do surgery. Eating a bit of paper is not going to cause a serious problem, but surgery can easily kill him. I hope the O.P checks back and sees that there are options to help impaction like applesauce, olive oil, honey, baby food sweet potato.
