It usually winds up being a combination of adjusting bulb wattage and airflow. if you need to turn the bulf off for a little while during the day, that's OK, but I'd look into using a lower wattage during the summer if you wind up turning it off frequently. The other thing to do is increase airflow. If you can get a fan (or mount a computer fan to the side of the enclosure high on the warm side) you could blow air away from the hot side which should draw cooler air in through the vents low on the cool side.
