    For UVB light you need to get a full flourescent strip light, I would recommend the reptisun 10.0. The light you mentioned is just a basking light. And the basking temp should be between 100-110 degrees, that lady doesn't quite know what she's saying.

    He should be able to get within 6-8 inches of the UVB light, the heat lamp is not as important to get close to, as long as it heats up the basking spot.

    They sell ceramic heat emitters which give off no light at all, just heat. I would try getting one of those if the temps drop too much.

    Bottled water should be fine, even faucet water is fine really, it's just to get them hydrated.

    He shouldn't really have water in his tank because it can get all kinds of bacteria growing in it. Also when you mist him, be sure to do it out of his tank so that his tank doesn't get too humid, don't want him to get a resperatory infection!
